The study indicates that flexible working has been "overlooked, ill-defined or poorly implemented" for frontline workers, leading to a two-tier workforce.
Employees in frontline roles, especially those who are low-paid or from minority groups, feel "less valued" compared to desk-based colleagues, impacting engagement and retention.
Despite these challenges, research in 2023 showed nearly two-thirds of employers are starting to offer some form of flexibility to frontline workers.
