Nearly two dozen state senators and advocates rallied outside City Hall in below-freezing conditions Friday against Gov. Kathy Hochul's proposal to expand the number of charter schools in New York City.The proposed changes, outlined in her executive budget earlier this week, would scrap a regional limit on charters issued in the city and revive so-called "zombie" charters - schools that count toward a statewide charter cap but have ceased operations.
