Ruben Ruiz, 53, has been arrested and charged with 17 counts of second-degree burglary, allegedly committing a series of home break-ins across specific locations in September.
Police reported that Ruiz forcibly entered several residences, targeting homes around Atlantic Avenue and Saint James Place, and others, stealing tools valued at over $3,100.
