The Shreveport, Louisiana, police officer charged in the shooting of an unarmed Black man earlier this month had twice been suspended from the department without pay, records show.Officer Alexander Tyler, 23, served a combined 30 days on suspension in 21 months with the Shreveport Police Department, according to personnel files obtained by CNN.
