The incident occurred on October 30, according to investigators. 37-year-old Sergii Sakhno allegedly slashed the throat of a male victim twice, at a hotel on the 100 block of Seventh Street.
Sakhno is alleged to have cut the victim's throat twice, 'cutting into the bone,' and he then proceeded to 'clean the blood splattered all over the room with bleach.'
Officers responded to the scene around 4:30 pm that day, likely after hotel staff discovered the dead man, whose body was reportedly hanging partly out of the bathroom shower.
Sakhno was arrested on Halloween, the following day, in a separate incident; police say he was found in possession of the victim's cellphone.
