Federal prosecutors filed charges on Tuesday against a 19-year-old Maine man whom the authorities have portrayed as carrying out a jihad-inspired terrorist attack on three New York City police officers near Times Square on New Year's Eve.State prosecutors said last week that the man, Trevor Bickford, had told investigators after he was arrested in the attack on the officers that he had come to New York to kill people and carry out jihad.
