Ever since the Metropolitan Transportation Authority unveiled an ambitious vehicle tolling program last year, critics have been dismayed by evidence that some of New York City's poorest neighborhoods could end up with dirtier air from all the diverted traffic.Now, the M.T.A. is considering spending at least $130 million it raises from tolling to help address the potential impact to those neighborhoods.
