"It was surreal, it was things you trained for, but something you don't expect to see in real life," Monroe County Sheriff Todd Baxter said of the chaos.
"To allow first responders to do their jobs, the I-490 is closed in both directions between exits 4 and 3, and drivers are encouraged to find alternate routes," Gov. Kathy Hochul said.
The crash is being investigated as a criminal matter, thought authorities noted that does not necessarily mean that there were criminal elements at play.
At least one child was among 28 people hospitalized, with at least one in critical condition, the outlet said.
