Warren Rollins, 49, surrendered to the 105th Precinct on June 3, following an 18-month investigation into the tragic incident where 66-year-old Gary Charlotin was killed. On December 10, 2023, Charlotin was struck by a car running a red light as he attempted to cross a street. After being hit, he was further dragged over 1,000 feet by Rollins's SUV, who refused to acknowledge the collision and fled the scene. Emergency medical services pronounced Charlotin dead upon arrival. Rollins is now facing serious charges, indicating the severity of the crime.
While Charlotin was lying on the ground in the eastbound lane, Rollins, allegedly driving an SUV, struck Charlotin, who became entangled under his wheels.
Rollins allegedly refused to acknowledge the collision, telling the crowd he had not struck anybody before driving away. As he sped off, Charlotin remained entangled in the vehicle and was dragged over 1,000 feet.
A crowd gathered around his vehicle in an attempt to stop him from continuing to drive, with a 911 caller even noting that Charlotin appeared to be still alive.
Rollins gave himself up to the 105th Precinct after law enforcement were closing in on him during the nearly 18-month-old investigation.
