The incident occurred shortly after the parade ended when the driver reportedly took advantage of a temporarily lifted roadblock, created for an ambulance assisting a heart attack victim. Authorities confirmed that the incident is not being treated as terrorism and there are no other suspects being sought; 11 of the injured remain hospitalized in stable condition.
