Commander Andres Rosas of the Monterey County Sheriff's Office stated, 'On December 3, 1994 a person who was looking for recyclables along Garin Road located a paper bag. He opened up that paper bag and discovered something that nobody ever wants to find,' referring to the tragic discovery of a deceased infant.
The pathologist was able to discern that Baby Garin was just a few days old and was living when he died, not stillborn. This critical detail underscored the heartbreaking nature of the case.
Investigation of such cases, particularly those involving children, prove to be emotionally challenging. Rosas noted, 'If you ask any law enforcement professional, they will tell you that the hardest case to investigate is any involving crimes against children.'
With advancements in forensic techniques, the Monterey County Sheriff's Office turned to Othram, a private forensics lab in Texas, which successfully produced a DNA profile suitable for forensic genetic genealogy testing, ultimately leading to the identification of Baby Garin's mother.
