Some public officials are adept at offering retail-type services to their constituents.Some are more wonkish, preferring to focus on deeper trends and issues.Plenty can do neither effectively.But we think Tom Dart is the rare public official capable of doing both.Indeed, few in Cook County have engaged with the scourge of violence in Cook County as thoughtfully as Dart, the Democratic incumbent in the office of Cook County sheriff.
