Prosecutors charged Kevin Alexander Carlson with felony arson for allegedly using an accelerant on the Dec. 11 fire that destroyed the historic Bidwell Mansion.
Investigators tracked Carlson's movements through local video footage and license plate readers, ultimately identifying him as the owner of a vehicle seen near the fire.
