"We are in the early stages of an investigation here, and so we are canvassing the area and doing everything we can to certainly find out more about this incident," said Commissioner Michael Cox.
"This is a pretty heinous act in general, pretty cowardly," said Commissioner Cox while providing updates on the investigation into the shooting.
Authorities said the baby's injuries are life-threatening and the woman's are not serious, with both victims transported to different hospitals for treatment.
The shooter fled the scene, and no arrests have been made as police continue their investigation into this tragic shooting.
