Gov. Maura Healey announced Friday she would sign an executive order creating the Governor's Advisory Council on Black Empowerment.Thirty Black leaders from across Massachusetts will serve on the council.They will advise Healey on issues related to "the economic prosperity and wellbeing of Massachusetts' Black community, including education, health care, housing, and workforce development," according to a statement.
