My son is 9 now and doesn't have the same reactions to coming down off the dopamine high provided by all those bleeps and bloops. So what fixed it? As soon as I read your letter, I interrogated him to try to figure out what changed.
After playing video games for even just 20 minutes, it was like he was a different child. There was rudeness, craving for snacks/sugar, and, just like with your son, general dysregulation.
