The Community Notes system's design mandates that notes must achieve agreement from reviewers across differing political views. This requirement is obstructing the speed and efficiency of addressing misinformation.
Our findings indicate a considerable failure of Community Notes in displaying accurate warnings about misleading content, with the vast majority of such notes never being shown to users.
Specifically, we discovered that 74% of misleading posts related to the U.S. election had been accurately addressed by Community Notes, yet these crucial warnings remained unseen by users.
The problematic structure of Community Notes, as highlighted by the CCDH, underscores the urgency to reassess the mechanism of engaging opposing viewpoints to facilitate better clarity on misinformation.
