The plan would restrict welfare eligibility to people with UK citizenship, potentially removing benefits even from long-term residents with indefinite leave to remain. Overseas nationals denied benefits would have the option to return to their countries of origin or adjust work arrangements, including working longer. Big savings could also come from stopping people with lower-level mental health issues receiving long-term sickness benefits. EU nationals with settled status would be exempt from the citizenship rule under post-Brexit arrangements. Further proposed savings include £8bn from cutting about 130,000 civil service jobs and £7bn from slashing overseas aid to 0.1% of GDP. The proposals frame UK citizenship as a defining qualification for access to the benefits system.
