"It's not a panacea but rather incremental reform that addresses the unintended consequences of Prop 47 and fits into the larger puzzle of expanding treatment," said Mahan regarding Proposition 36.
Mahan noted that many public officials and private corporations are uniting to reform the retail theft landscape, calling for more accountability for repeat offenders.
Major retailers like Walmart and Target have financially supported the ballot measure as California faces persistent challenges with increasing retail theft, highlighting the urgency of reform.
