Stigal allegedly paid for servers using cryptocurrency, enabling Russian GRU hackers to steal citizens' data and target U.S. allies.

Russian hackers also targeted a U.S. government agency multiple times prior to the invasion, leading to Stigal's indictment and jurisdiction in Maryland.
