Ed Miliband stated, "The poorest people in our country often live in cold, draughty homes. It is a Tory legacy this government will not tolerate this injustice and we will end it."
Under current regulations, private landlords can rent out homes that only meet the lowest standard of efficiency. This creates a situation ripe for cold and draughty homes, endangering health.
Labour aims to have all rented homes reach at least energy performance certificate C, or its equivalent, by 2030, addressing the concerns raised about the deterioration of social rented homes.
With the current rate of progress in home insulation, it could take 90 years to upgrade the 55% of homes in England and Wales that do not meet EPC C standards.
