I'm angry that my mum was always so absent. How can I find peace?

Not surprisingly, you seem to have a huge grudge against your mother. It must have been so painful to feel so rejected...even if she could miraculously change her personality and had kept her promises and wanted to look after her grandchildren, it would make that pain go away.
I look at my children now and couldn't bear to leave them; I wonder how she could leave a child for months at a time. I'm still angry with her. How do I find peace?
