Artificial rain or anti-hail cannons: Can the weather be manipulated?

The white trails left by airplanes have nothing to do with experiments that could have caused the catastrophic storm that left more than 200 people dead in Valencia, Spain. There is no out-of-control climate engineering causing torrential rains or droughts, and while conspiracy theories abound, the pursuit of weather control is grounded in genuine scientific inquiry.
There is currently a renewed interest in various countries in techniques capable of modifying the weather. This is a concept that has been in the works for nearly 80 years, which first generated a lot of expectations and then collapsed completely because it could not be proven to work, but now it is making a comeback due to climate changes.
Various investigations have been carried out in Spain to artificially increase rainfall, such as the PIP project coordinated by the WMO in Valladolid between 1979 and 1981, which were not very successful. The PIP initiative did not even reach the seeding phase. I believe it is a mistake that nothing has been done since; more research on cloud precipitation is needed.
Farmers today are still allowed to purchase anti-hail nets with silver iodide burners, like the one that has been operational in Madrid since 1976. These techniques reflect a longstanding interest in using scientific methods to influence weather patterns.
