Mr. O'Brien described his situation as 'economic unsustainability' noting the distress caused by a landlord unwilling to accept HAP, leaving him with barely enough funds to survive.
WRC adjudicator Lefre de Burgh acknowledged the credibility of Mr. O'Brien's claims, stating he had made numerous attempts to have the landlord comply with HAP regulations.
O'Brien estimated he personally incurred costs of €4,600 that could have been covered by HAP, stating, 'I just moved out because it was not affordable.'
