Mark Christopher Dowling, 62, has been charged with murder and hate crime for fatally shooting Marcel Dupree Jones, 37, at a Berkeley shelter.
Dowling admitted to police that he shot Jones and corroborated witness statements, stating, "I should have shot the ceiling or scared him."
