With nearly all of the votes counted, Mr. Ganim was ahead of his challenger, John Gomes, 55.9 percent to 44.1 percent.
The volume of mishandled ballots calls the result of the primary election into serious doubt, the judge wrote.
We're not 100 percent satisfied with the results coming in, Mr. Gomes said.
