The council directs the allocation of billions of federal highway and transit dollars across New York City, Long Island, and Rockland, Westchester, and Putnam Counties. Its board comprises transportation department and authority heads and county executives from the downstate region. Byrne brings transportation experience to the role, having launched Putnam On-Demand in 2025, a microtransit program offering shared on-demand rides throughout Putnam County. However, he previously opposed congestion pricing, a position held by many Hudson Valley politicians.
