Hochul pushes plan to expand hate crimes to include graffiti, arson and rape

"Racism has been there forever, antisemitism, Islamophobia," Hochul said.

Lt. Gov. Antonio Delgado has been leading hate and bias prevention councils around the state, meant to help combat discrimination.
