Governor Kathy Hochul's political evolution is marked by her prior decade of fighting against tolls in upstate New York, a stance that sharply contrasts her current advocacy for NYC's congestion pricing. Such a shift in perspective has drawn criticism, with some viewing her congestion pricing advocacy as an extension of the very issues she once fought against.
