"Mayor Balbier was in office when I first came to City Council back in 2012," Brooklyn Mayor Ron Van Kirk said. "He served as mayor for my first six years on council. As I worked with him, you could tell he loved this city."
"I looked to him many times for his advice and guidance," he said. "I enjoyed his stories and our many conversations. He will be missed by me and many others."
"I can remember different times of him saying short one-liners that would make you laugh but he was not a man of a lot of words," said Van Kirk.
