If someone thinks the executive order is ambiguous on this point, then the president can change the order with the stroke of a pen. And let's say someone thinks he's violated the order. Who's going to enforce it?
The power to classify and declassify documents—and all issues related to that power—rests with, and is delegated to others by, the president.
The president can't give a classified document to someone who doesn't have a security clearance, but he can give that person a clearance and then give him the document.
