A 28-year-old Richmond man was arrested for allegedly sexually battering a hearing and sight impaired woman on November 13 in El Cerrito. He turned himself in.
Hugo Antonio Martinez Ortigoza was identified via video surveillance footage after slapping the bottom of his victim, who was followed to a residential area.
The El Cerrito Police Department issued a warrant for Martinez Ortigoza's arrest under charges of felony sexual battery against a seriously disabled person.
