As the driver, a 37-year-old man, pulled forward out of a parking stall in the Ardenwood Forest apartments, the child 'unexpectedly moved' in front of the car.
Police reminded drivers to scan for pedestrians, cyclists and motorcyclists when on the road, in a driveway or in a parking lot.
This is the 11th fatal collision in the city, with six occurring on the roads, three on the highway and two on private property, according to the department.
