The way things went down with the Padres and Go was a bad look for the team: sign him to a two-year, $4.5MM free agent deal in January, watch him struggle in spring training, pitch well in the minors, then include him in a trade as a salary dump without ever utilizing him in the Majors.
While standard free agents have to consent to a trade before June 15th if signed and then traded, Go, who was signed internationally, had no say in being included in the trade.
