Twice-convicted DUI driver charged with murder in crash that killed 14-year-old in Newport Beach

Joseph Alcazar, 30, allegedly had his 8-year-old daughter in the car with him and was driving with a blood-alcohol level that was double the legal limit at the time of the crash.
He has been charged with murder and other felony counts, facing consequences under California's DUI laws that include the possibility of murder charges for causing fatalities while driving under the influence.
"A 14-year-old girl living the California dream enjoying a day of sun and sand at the beach with friends to kick off the beginning of summer is dead because of the selfish decision of a stranger," Orange County Dist. Atty. Todd Spitzer said.
Those convicted of DUI in California must be advised about the potential for murder charges if they cause fatalities while driving under the influence, known as the "Watson advisement."
