Anthony Moore, a former police constable in South East Command Unit, faced a misconduct hearing after disturbing content was found on his phone. Allegations included sharing an indecent video of a child and both sending and receiving extreme violent materials on WhatsApp groups. Although the misconduct panel deemed that sharing the imagery occurred before his police service, they still found him guilty of gross misconduct for retaining these videos while on duty, contradicting the ethical responsibilities of a police officer. Assistant Commissioner Laurence Taylor criticized Moore's consistent involvement in sharing obscene images as intentional and deliberate.
Engaging in a message exchange which involved an image/video as described [the video involving a child], and leaving a comment in the form of laughing emojis, had the effect of appearing as though you condone the contents of the video.
FPC Moore's conduct was intentional and deliberate in that he engaged in WhatsApp chats with members of the public that contained obscene images. These images were retained on his phone handset, and he did not delete them.
