People are not sure that he is really calling the shots and running the government. The belief is that the staff is propping him up.
Last Thursday he spoke at the NAACP in Las Vegas, and he stopped three times during the speech and didn't say anything for like 10 to 15 seconds. It's not the kind of look that the country wants in our president.
