PTAB Masters Panelists Urge Patent Community to Stay Focused on What We Can Control
Briefly

At the PTAB Masters 2025, experts discussed chaotic times for patent legislation under the Trump administration. Former USPTO Director David Kappos emphasized the importance of having a clear focus on essential issues like PTO fees, the backlog of applications, and future patent reforms. Notably, he highlighted that the current administration has leadership with significant patent knowledge. The panelists also noted that three main patent reform bills are expected to be reintroduced, providing a roadmap for the patent community to navigate the current landscape effectively.
Kappos said he agrees the Commerce memo [on returning to work] is helpful and 'hopefully that will hold. On its face it helps the whole PTO; how long it will help the PTAB remains to be seen.'
in times when things get chaotic, it's important to have a good compass,' and urged attendees to pay attention to things that are not going to change, like the need for the Office to retain its fees.
This administration includes leadership that is more directly familiar with patents than any he can remember in the past.
Kappos noted that the reforms contemplated by the three patent bills will likely be reintroduced this congress.
