If they leave, it's not like there is much chance they're coming back to that, or a similar position. That expertise is just gone as they are forced to move onto something else to pay the bills.
I suspect that folks outside the sciences don't understand just how disruptive even a short delay in funding decisions can be. This is how we lose huge amounts of scientific capacity.
