San Francisco faces a significant issue with homelessness, where over half of the unhoused have mental illnesses. In response, Senator Josh Becker introduced SB-1223, aiming to divert individuals with mental health issues from jails, which are ill-equipped for their rehabilitation. Attorney Neil Hallinan supports this initiative, recognizing addicted individuals often cannot make rational decisions due to their conditions. Critics, including District Attorney Brooke Jenkins, express concerns that some may manipulate addiction diagnoses to escape legal consequences after completing treatment programs.
Addiction is a condition in which the person is literately unable to say no; the medical community recognizes addiction as an illness rather than the result of bad judgment.
We have been warehousing mentally ill people in our jails and our jails are not equipped to give them any kind of mental health treatment and rehabilitation.
