Premier League chief executive Richard Masters has clarified his remarks about Everton and Nottingham Forest, stating that he did not intend to suggest they were 'small clubs'. Both clubs have been charged for alleged breaches of Premier League financial rules. Masters explained in a written response that he sought to emphasize that the rules apply equally to all clubs. He further stated that no criteria or classification based on club size is used by the Premier League. Masters also reiterated the consistency of the application of rules irrespective of the club in question.
