Tony Weems, 36, was down in the 1200 block of Railroad Avenue when officers arrived about 1:35 a.m., Pittsburg police Lt. James Terry said. He died while on the way to a hospital, Terry said.
Police arrested a 42-year-old woman on suspicion of vehicular homicide and felony hit-and-run, Terry said. Police will not submit the case to the Contra Costa County District Attorney's Office for formal charges until the results of toxicology tests are known, police said.
