"Today, I-980 represents a painful physical monument to the segregation and discrimination of generations past," Caltrans wrote in a statement.
Connect Oakland said a new plan could "transform an underutilized freeway into productive, livable infrastructure."
The freeway also contributed to the redlining of the community and adversely affected community members' health because of air quality impacts.
Caltrans is asking Bay Area residents to answer a survey about Interstate 980 and its impact on the community as part of its Vision 980 Study.
