Officer Brendan Sullivan, using a range of bizarre sound effects, left a series of harassing voice mails aimed at Paul Vogel, a persistent 311 complainant, over his parking grievances.
The investigation revealed that Sullivan's voicemails, which included dolphin sounds, animal noises, and ultimately escalated harassment tactics, were retaliatory attempts against Vogel's complaints about illegal parking.
As a consequence for his actions, Sullivan was fined $500 and had to forfeit 60 days of annual leave, amounting to approximately $25,000 in lost wages.
