Motorists in the commuter belt are slowly moving towards electric vehicles but efforts to get rural drivers out of petrol and diesel cars are stalling. Those who are shifting are opting for hybrids rather than fully electric - and a government target of having one million EVs on the road by 2030 now seems dubious.
