Volkswagen's decision to shut down multiple factories and lay off thousands of workers is a drastic measure reflecting the company's struggle with weak sales and a need for restructuring.
The company's works council chief, Daniela Cavallo, indicated that all German VW plants would be affected, emphasizing that none would be exempt from the impending layoffs and restructuring.
