"They're the strongest controls ever enacted by the US to degrade the PRC's ability to make the most advanced chips that they're using in their military modernization," Commerce Secretary Gina Raimondo stated, emphasizing the severe implications of the new regulations on China's semiconductor capabilities.
"Over the past decade, the United States has grown increasingly concerned that China could use cutting-edge computer chips to build AI-powered military weapons or other technology that threatens the US and its allies; hence the introduction of these controls."
The new export regulations mark the most extensive measures taken by the Biden administration to cut off China’s access to critical semiconductor technology, aiming to stifle advanced chip production in a sector vital to national security.
Mao Ning, a spokesperson for China's foreign ministry, responded predictably to the measures, maintaining that such actions would not only harm bilateral relations but also provoke further retaliation from China.
