The paradox of democracy is that many of the worse policies also tend to poll very well, especially among swing voters. Politicians, when campaigning, espouse the kind of policies that Americans want to vote for.

Harris' promise to eliminate taxes on tips, while popular with constituents, is viewed by economists as ineffective, helping very few while potentially burdening consumers to tip more throughout the service industry.
Sound politics doesn't always align with sound economics; in an election considered existential by both sides, political concerns often override practical economics.
