Diaz-Canel further blamed the blackout on the US trade embargo, claiming, "The complex scenario is caused primarily by the intensification of the economic war and financial and energy persecution of the United States."
Cuban Prime Minister Manuel Marro remarked on the worsening situation, acknowledging the impact of strong winds from Hurricane Milton on fuel delivery, but noted an anticipated influx of fuel supply.
Due to prior electricity shortages, authorities had to cancel non-vital government services and shut down schools, universities, and recreational activities before the total grid failure happened.
