The incident began around 9:21 a.m. on April 5, when Rosen was driving a 2024 BMW iX SUV on the eastbound exit ramp of the LIE headed toward Woodhaven Boulevard.
Rosen similarly drove through the red light and followed the motorcyclist, indicating a pattern of aggressive driving behavior following a minor collision.
